Organizational Context

The Programme Coordinator will be responsible for day-to-day programme management, implementation, monitoring and evaluation in compliance with UN Women policies and standards.

Functions

Coordinate Programme implementation

  • Coordinate and ensure the delivery of Programme outputs and products leading to the achievement of expected results;
  • Coordinate the overall Programme work plan development and implementation according Strategic Note;
  • Liaise with the Programme Boards, national counterparts, donors, and UN Women and UNDP offices to ensure the Programme results are achieved and resources are managed efficiently and effectively;
  • Coordinate financial resources of the Programme including budgeting and budget revisions, as well as expenditure tracking and reporting;
  • Record and maintain relevant Programme activities, issues, and risks;
  • Monitor and review quality of information and visibility of the Programme activities to the mass media and stakeholders;
  • Conduct regular monitoring visits with implementing partners to ensure effective oversight of and guidance to implementing agencies;
  • Coordinate interactions with partners, networks and stakeholders and other projects and activities in the country for a more holistic and coherent approach to programme implementation.

Guide coordination with national partners and other stakeholders

  • Coordinate and manage relationships with national partners to support implementation and expansion of the Programme, raise any potential problems and ensure the timely development of solutions;
  • Provide guidance to partners on establishment of performance indicators, and monitoring achievement of results;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives;
  • Coordinate with other UN agencies, government, parliament donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts;
  • Provide technical support to government, civil society organizations and other strategic partners in developing policies and institutions that will address the gender-responsive governance, planning and budgeting;
  • Identify and facilitate opportunities for cross partner learning and sharing among partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Apply Result Based Management tools, providing guidance to partners on establishment of performance indicators, and monitoring achievement of results.

Coordinate monitoring and reporting on the Programme

  • Gather and compile all information necessary for monitoring and reporting on programmes from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds by the Civil Society partners using internal systems and rules and regulations;
  • Draft inputs to annual and quarterly reports;
  • Ensure the delivery of baseline, monitoring, evaluation plans and reports based on information compiled from colleagues and stakeholders;
  • Identify key performance indicators as well as develop and maintain a monitoring system to ensure effective information sharing, and the provision of feedback and elaboration of top quality progress reports;
  • Present work-plans, periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women;
  • Contribute to UN Women reporting by providing inputs from Programme activities and results.

Manage financial resources and supervise staff

  • Supervise and manage a team of professional and administrative staff, review performance and mentor/ coach staff;
  • Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Oversee and monitor the allocation and disbursement of funds to participating partners.

Build partnerships and support in developing resource mobilization strategies

  • Provide technical support to the development of partnerships and resource mobilization strategies;
  • Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

Advocate and facilitate knowledge building and management

  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products;
  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines;
  • Identify and synthesis of best practices and lessons learned that are directly linked to the implementation of the programme that might be useful to the UN System at large and UN Women in particular;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Contribute to resource mobilization efforts.

Recruitment Qualifications

Education and certification:

  • Master’s Degree or equivalent in public administration, law, human rights, gender equality, management, social science or other related area is required;
  • Additional training and certification in programme management would be an advantage.

Experience:

  • At least five years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to gender equality and women’s empowerment;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects; Previous experience in working with international organizations and, in particular, UN is a very strong advantage.

Language Requirements:

  • Fluency in oral and written English, Ukrainian.
  • Advanced knowledge of Russian is an advantage.
