Background

The ongoing conflict in eastern Ukraine has had a direct and highly negative impact on social cohesion, resilience, livelihoods, community security, and the rule of law. Recognizing the need to urgently address reconstruction, economic recovery and peacebuilding needs in areas affected both directly and indirectly by the conflict, in late 2014 the Government of Ukraine requested technical assistance and financial support from the international community to assess priority recovery needs. In late 2014, the United Nations, the World Bank and the European Union conducted a Recovery and Peacebuilding Assessment, which was endorsed by the Cabinet of Ministers in mid-2015.

In response to the situation, in 2016, UNDP has established a Project Office in eastern Ukraine with a view to consolidate and deliver the various recovery and governance projects through a comprehensive, area-based Recovery and Peacebuilding Programme (RPP) in five conflict-affected oblasts: Donetsk and Luhansk (Government Controlled Areas), as well as Zaporizhzhya, Dnipro, and Kharkiv oblasts. RPP frames UNDP’s interventions in Eastern Ukraine to address the recovery needs of conflict affected population and communities. The Programme Component has three components focusing on: (1) economic recovery and restoration of critical infrastructure; (2) restoration of governance and support to decentralization reform; (3) strengthening community security and social cohesion.

UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of the Community Mobilization Specialist (CMS) to lead the process of community mobilization in the eastern Ukraine, coordinate the work of Community Mobilization Officers (CMOs) and ensure implementation of activities and support to management at the local level.

Organizational setting

The main Project Office is in Kramatorsk, with a sub-office in Severodonetsk. Community Mobilization Specialist (CMS) will work under the supervision of Community Security and Social Cohesion Specialist (). The CMS will be responsible to lead and capacitate social mobilization team, organize capacity development of CSOs, CBOs, NGOs and other relevant non-governmental actors at the local and regional levels. CMS will work closely with Community Security and Social Cohesion Specialist and other rule of law and community security personnel of the Component to support program implementation in target areas.

The CMS will also be required to coordinate closely with community mobilisation activities conducted by international and UN actors working in the East of Ukraine. While not working directly in non-government controlled areas, CMS will be required to be aware of, and sensitive to, the needs of communities and individuals in those areas and ensure that their specific needs are taken into account in programming.

Duties and Responsibilities

Under direct supervision of Community Security and Social Cohesion Specialist and overall supervision of Technical Specialist, RPP, , providing support to the implementation of the programme activities:

  • Coordinate and supervise the work of community mobilization, experts and consultants, including the preparation of the terms of reference, facilitation of recruitment and monitoring of work/results;
  • Analyze collected information from the target location and prepare summaries, briefing notes, implementation plans and roadmaps;
  • Prepare and implement a coordinated response to the needs of the communities;
  • Design and plan out processes and systems to improve and expand RPP support;
  • In collaboration with other teams (community security and social cohesion, communications, monitoring and evaluation, decentralization, support to small businesses) implement mobilization strategy guided by community mobilization for empowerment guidebook for Ukraine;
  • Ensure the integration of community mobilization activities into communication and advocacy campaigns and initiatives;
  • Provide mentorship to the community mobilization officers and to communities when it is needed;
  • Ensure close and effective collaboration with the service providers and civil society in the target locations to enhance their participation in the working groups on community security and social cohesion;
  • Ensure community participation includes the most vulnerable and marginalized groups;
  • Leads needs assessments in target areas to inform program development and implementation utilizing tools developed by Community Security and Social Cohesion Specialist and other rule of law and community security personnel;
  • Ensure effective liaison with local partners to facilitate the implementation of community projects through the Small Grants Facility in close collaboration with Small Grants Officer,
  • Supervise the preparation of training plans for community organizations, leaders or focal points;
  • Promote the Project by providing substantive input for stories, articles and other PR activities;
  • Lead the activities on collection and maintenance of information for hromada profiles – safety, security and environment risks (i.e. information regarding key personnel, locations of key institutions, SWOT analysis etc.);
  • Perform other duties as required.

Building partnerships with Project stakeholders and partners:

  • Lead the work to expand partnerships and cooperation between communities and the local municipalities for the implementation of local community projects and to ensure local needs, priorities and initiatives are integrated into the planning of the local authorities, police, public prosecutors, courts, and security services;
  • Ensure close coordination with the activities of other UN agencies, with special focus on those by UN Women, UNFPA and UNICEF.
  • Manage the establishment of advocacy networks at national level;
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners;
  • Ensure awareness about project priorities, strategies and approaches.
  • Analyse ongoing experience for lessons learned, best practices, and shares with project management for use in knowledge sharing and planning future strategies;
  • Proactively contribute to knowledge networks and communities of practice.

Provide support to the Project management and implementation:

  • Ensure that all the plans and indicators of the community mobilization team are realistically set and oversight their achievement;
  • Lead the quarterly community programme review;
  • Contribute effectively tothe regular programme reports to the donors;
  • Contribute to external communication by drafting input for press releases and information notes, producing news write ups, maintaining thematic blogging and social media accounts, etc.

Measurable outputs of the work assignment:

  • Monthly/quarterly/annual/ad hoc reports, risks assessments are prepared and updated;
  • Programme activities implemented in keeping with personal work plan;
  • Community workshops, focus group Discussions and other meetings organized and supported;
  • All programme activities implemented in keeping with project Communications Strategy and using the community based methodology;
  • All assignments performed in a quality and timely manner.

Performance Indicators for evaluation of results:

  • Programmatic activities on Community Security and Social Cohesion area duly overseen, timely enhanced, and properly reported on.

Required Skills and Experience:

  • Master’s Degree or equivalent in Public Administration, Political Sciences, Social Sciences, Law, International relations or other relevant areas;
  • 5 years of relevant experience, including 2 years of practical experience in a field related to human rights/access to justice/community security, community mobilization or civic activism or related area;
  • Experience in community development, and civic engagement is essential;
  • Proven experience in preparation of the methodologies, guidebooks, analytical reports;
  • Previous experience with a multilateral or international technical assistance or development organizations would be an asset;
  • Fluency in Ukrainian, Russian and English.
