Introduction The Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

In Ukraine, DRC is implementing a two-year project funded by the European Union to support the government of Ukraine to fulfil obligations towards the most vulnerable asylum seeking and refugee children. Counterparts from Belarus and Moldova participate in the learning process.

The project consists of four main components:

  • The Legal Component ensures that asylum seeking and refugee children have access to a protective system that upholds international standards for their legal protection;
  • The Social Component ensures that existing programmes for social assistance, orientation and adaptation of asylum seeking and refugee children are more fully developed and better serve children’s needs;
  • The Care Component develops temporary and long-term care for asylum seeking and refugee children in Ukraine;
  • The Outreach Component sensitizes the greater community to the needs of asylum seeking and refugee children, and makes asylum seeking and refugee children aware of their rights and obligations within Ukraine.

Position’s Objectives DRC Ukraine seeks to coordinate and monitor the phase out of the current project financed by the European Union Thematic Programme of Cooperation with Third Countries in the Areas of Migration and Asylum. To this end, an external local evaluator will be engaged. In order to support the country director and notably the consultant for programme and policy development, the Intern will participate in the evaluation and handover of the on-going project for a period of 2,5 to 3 months.

The incumbent will principally:

  • Assist coordinating and supervising the end-of-project evaluation with the national external evaluator(s) in order to measure the impact of the project and progress made towards stated objectives (starting August/September 2012;)
  • Develop the three-month project phase-out strategy upon completion of the external evaluation, in collaboration with the external evaluator(s) and the DRC country director and under the immediate supervision of the consultant for programme and policy development (summer/autumn 2012);
  • Assist coordinating and organise the “Review and Phase-Out Workshop” to present the resulting evaluation and phase-out strategy at the regional, national and local levels (September 2012);
  • Translate/interpret (written and oral) various actions (to/from Russian/Ukrainian and English);
  • And other duties as assigned.

Qualifications required:

  • University degree (M.A.) in Political Science, International Studies, or another related field; Strong interest in refugee and migrations issues with a particular focus on Ukraine/Eastern Europe;
  • Strong analytical skills, reliability and accuracy, efficiency, strong personal commitment, drive for results;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional background, respect for diversity, creativity; Computer literacy;
  • Fluency in English (additional fluency in German or French an advantage);
  • Fluency in Ukrainian and Russian (native/near-native speaker a must);
  • Previous experience in project development and management, and/or research and report writing an advantage.
