DIXI Group, a Non-Governmental Organization that implements the USAID technical assistance project “ENERGY SECTOR ANTICORRUPTION AND FISCAL TRANSPARENCY INITIATIVE IN UKRAINE (TRANSPARENT ENERGY)” seeks bidding proposals from audit companies to conduct consulting services to address USAID recommendations provided as a result of NUPAS survey.

Resulting from the tender, the winning contractor will be expected to carry out following tasks in Ukrainian and in English:

Develop documented procedure of frequency, approval, and adequate documentation for the bank accounts reconciliation process;

Develop documented procedure of approving payments in the Organization;

Develop documented Financial Management manual (including procedures to identify the costs eligibility and reasonableness and to avoid duplication of payments), prepare respective amendments to existing procurement policy;

Define documented method of indirect costs allocation, control and monitoring system in Financial Management manual;

Develop documented formal control system over disbursement of funds together with amendments to existing policies, procedures and job descriptions;

Set reasonable thresholds for simplified purchases and for full and open competition and documented appropriate amendments to the procurement policy;

Prepare documented amendments to HR policy on compensations and benefits together with management of promotions, a pay scale (compensation plan);

Develop documented amendments to Travel policy/manual on per diem policy;

Develop documented subgranting policy.

• Detailed itemized cost estimates and implementation timeline
• Specification of previous similar experience with USAID grantees
• List of similar projects implemented in Ukraine over the past 3 years and information about their contact persons
• Approval of the organization by OIG.
• An oral presentation may be requested
• Knowledge of financial program «BIT.FINANCE » is desirable.

Estimated consulting services provision timeline: August - September 2016

Full bid package should include scanned copies of:

• Application for participation in full competition (attached);
• Certificate of taxpayer registration;
• Excerpt from Unified State Register of Legal Entities;
• Bid offer in accordance with the above requirements.
